BOSNIA-HERZEGOVINA SINCE 1995: failure of an economic development paradigm

Bosnia-Herzegovina is in the process of transformation from a non-market,
previously self-managed economy to a modern market economy. The process was
started at the beginning of 1996, immediately after the Dayton Peace Accord was
signed.
The transition package being implemented is based on the “rules of the game
“of the Washington Consensus..
When the transition began, there was the promise and expectation of a
“blooming landscape”. Today, it seems more like a mirage.
Economic development has hardly started.
It is becoming obvious that an alternative solution was needed for economic
development in the country..
We share the opinion that increase in productivity and competitiveness are the
key to the transition from the formerly socialist economies in Eastern Europe. In the
medium term there is no other way. Macroeconomic policy can only contribute in the
short run. This underscores the importance of supply side industrial policies for
productivity, competitiveness and convergence, the element which has been
missing from the package of the “Washington Consensus”,but has been proposed by UNDP supported „Economic development Strategy“ 1997. However, UNDP\'s strategy has been rejected by the iMF and World Banka 1997. The second part oft he paper is a reminder of UNDP\'s strategy. The Strategy was rejected due to the fact that we live in a world we may depict as Cybernetic neocolonialism.
