FDI, THE CRISIS AND COMPETITIVENESS OF TRANSITION ECONOMIES

1. Marjan Svetlicic

We evaluate the impact of the crises on FDI and differences between selected transition and western economies regarding their policies and attitudes towards FDI. This paper is based on a survey with institutional respondents (national/regional FDI promotion agencies) from 19 countries. The main theoretical predictions of the impact of the crises on FDI are confirmed, although there are differences in terms of types of countries. Transition economies have been affected more than industrial countries, but remain more optimistic about the current and future role of FDI’s influence on competitiveness. Also, the investment promotion agencies seemingly have a completely different set of excelling factors and problems in transition economies in comparison to their western counterparts. Transition economies also see FDI as a relatively more important instrument for enhancing competitiveness than Western countries. Emphasis in policies attracting FDI should also be different with more emphasis to be given to the implementation of policies. One of the crises related implications is the need to concentrate more on sustainable FDI in the future and to tailor the approach for each group’s specific needs.
