Poland 1 July 2011, will assume the presidency of the European Council, taking over six months, executives in the European Union. The priorities of this guidance consists of three points. The first concerns the development of the EU budget for the coming years, the second covers the Eastern Partnership, and the third concerns the EU budgets: enlargement to include countries located in the Western Balkans.Poland should first of all, to actively support the Balkan countries aiming for full integration into Europe, becoming a real bridge between East and West, between the EU and Russia, the countries of the post-Soviet reality. Positive climate for EU enlargement towards the Balkans and support to the Polish government in this area, the Polish foreign policy creates the opportunity to achieve real political success, both in national and international context.Poland could play the role of a real leader and promoter of the adoption of the EU: Croatia, Macedonia and Bosnia and Herzegovina. Their accession to the Community is far more likely than the adoption of the EU, Ukraine and Belarus. In addition, Poland maintains positive relations with all countries for the region and is considered a plausible partner. As an active promoter of the early entry of the Balkan countries into the EU would gain support and recognition of the international community. Especially since both countries to the EU and the U.S. is particularly keen to join the Balkan countries to the common European space.Poland as a country taking over the EU presidency should be strongly involved in the process of EU integration in the Balkans, the more that Polish society speaks very enthusiastically about the direction of extension.According to the Eurobarometer survey of 2008, the level of acceptance of the Poles for approval of each of the Western Balkan countries is currently the largest among the 27 member states. While most Poles support the adoption of Croatia (EU average is 52 percent), it is also high support for Serbia, Montenegro, Bosnia and Herzegovina, Kosovo, or even controversial (44 percent) and Albania (48 percent)Unfortunately, these declarations are not supported by real investments of Polish companies in the area described the Balkan states. According to the report of European Stability Initiative, the total value of Polish trade with the seven countries of the region is extremely low, and Polish investments in these countries are virtually unnoticeable.Nevertheless, the Polish presidency provides an excellent opportunity to improve the status quo. Hope also evokes the existence of the Polish expert institutions dealing with issues of Balkan. One of them is primarily Centre for Eastern Studies, which deals with the analysis of the political, economic and social developments in neighboring countries with the Polish, the area of Central Europe, Eastern Europe and the Balkan Peninsula.In particular, he is actively involved in the discussion of the European Union's eastern policy, the challenges of energy security and the processes of political and socio-economic Polish partners in the east. The aim of the Centre is to stimulate debate, both expert and information support and analytical Polish decision-makers.
