There has been no clear consensus about key factors that determine positive or negative economic outcomes of enterprise privatization in transition economies. Some factors identified in cross-country studies include the method of privatization, pace of overall privatization process, stage of economic reforms, characteristics of the investor, rule of law, etc. However, very little attention so far has been given to the influence of political factors on directions and results of privatization processes. One of the reasons for that is the problem of measurement of informal political influences and decision-making. But these problems surely do not reduce the significance of political factors when it comes to privatization.
This paper attempts to identify the main factors of Bosnia and Herzegovina’s (B&H’s) privatization results and to determine in what way these factors have been influenced by the underlying political system. Due its distinctive administrative structure, B&H is a case of two completely separated privatization processes implemented in two parts of the country. It therefore serves as a natural example of how two different political processes interrelate with the (more or less) same group of other deterministic factors. Other atypical features of the B&H political system, e.g. post civil war heritage and exceptionally extensive political mandate of International Community, make it even more necessary to account for the political factors when analyzing the privatization process in B&H.
