The increasing level of penetration of information and communication technology in society, economy and in most of industries, as well as the mutual influence of entrepreneurship and innovation in the economy, rise the need for a scientific research to make theoretical observations about entrepreneurship and innovation in the context of international and communication technology from a macroeconomic perspective.This paper presents a critical approach to theoretical explanation of link between innovation, entrepreneurship and economic growth. Technical progress and innovation linked to information and communication technology were main drive forceto productivity boost and strong economic growth during the XX century. This paper exploresmulti casual relations between information and communication technology and entrepreneurship as main factors in macroeconomic models of economic growth at the start of XXI century. Two basic theoretical macroeconomic growth model were analyzed– neoclassical and endogenous growth model. Technology and entrepreneurship aren’t directly included in the neoclassical growth model - it is exogenous and unexplained variable. On the contrary, in the endogenous macroeconomic model technology progress (innovation) and entrepreneurship are internalized variables which can be directly modeled. We conducted an empirical research on the role of innovation, entrepreneurship and technical progress in EU countries’ economic growth after 2000 and pointed at a specific importance of the information and communication technology. It is confirmed that a combination of investment in information and communication technology’s products and technical progress (innovation, entrepreneurship) in the same field are the main sources of economic growth in the last ten years. We utilized Global Entrepreneurship Monitor (GEM) and Business Environment and Enterprise Performance Survey (BEEPS) data to study the effects of the institutional environment in Serbia on entrepreneurship, innovation creating and information technology adoption comparing it with EU countries.Concerning current economic situation in Serbia as one of transition countries, analysis reveals that Serbia has very low level of information technology adoption, innovation creating and entrepreneurship development given its economic resources and annual economic productivity. Primarily this is because active state regulations create burden on business, individuals and households that discourage technology adoption and innovation creating. Additionally, corruption and undeveloped information technology market, institutions and regulatory environment bring together to political rejection of very important technology development projects.
