Financing of culture in Poland and in France – comparative analyses
Abstract
After the collapse of socialism the democratic structures of the Polish government and the society are still in the way of forming process. After the year 1989 till now Poland make some formal and crucial steps to change the administrating system, also in the field of cultural policy and art institutions. As a post-socialistic country, Poland has to cope with crucial problems which are characteristic for all Central and Eastern European countries, such as lack of public funds, high rate of unemployment, insufficient infrastructural basement etc. In this regard, over the 20 years of democracy, the sphere of culture seemed to be unimportant as same for the government as for the citizens. This state has started to change few years ago, when Polish government start to seen culture as an important factor of socio-economic development. The reforms in this sector, which have been taken and which will be introduced in Poland, if successful, could be used in other countries of the region after some modifications.
This article will show the major reforms and changes in public administration system in Poland and France according to changes in the sphere of culture in the years 2001-2010 and the final form of the culture finance system. The reason of this time horizon is, that before year 2001 the data have been incomplete according to the spatial regional reforms in the local administration systems in Poland. I will try to show the effects of changes, such as how new administration and local governments use culture as a part of economic capital of the regions and cities, I will show changes in public expenditures for culture, and new possibilities and plans of financing this sphere in Poland.
In the analysis Poland will be compared to France as the major country in cultural policies in European Union, with the one of the highest level of public expenditures on culture. I have been choose France to my comparatives analysis for some reasons. First of all, France had one of the longest traditions of cultural policy in Europe. Secondly, French model of cultural policy and financial system of culture have been a background to reforms of Polish cultural policy. Thirdly, both countries had the same model of territorial administration. Fifthly, France have been reformed its public financing system by introduced in it performance budgeting and the same reforms will be taken in Poland in next few years.
