Economic development based on creativity and knowledge of human capital has become an emerging growth strategy for both developed and developing economies. The analysis of the literature revealed a gap in a study of factors that are decisive in terms of human capital mobility in countries in transition.
Our research is done on a sample of 420 creative and knowledge workers in Bosnia and Herzegovina, most of whom completed university degree or higher. Due to unknown sampling frame, we used snowball sampling method to select our respondents for a questionnaire.
Preliminary evidence suggests that, for the creative and knowledge workers in Bosnia and Herzegovina as a typical country in transition, ties with family and friends are the most important factor in choosing a city of residence. Culture, amenities, social diversity, and environmental quality are less important for human capital mobility in transitional economies. These results are comparable to findings of similar surveys conducted in more developed countries of the EU.
We have also found that less than one fourth of creative and knowledge workers are planning to leave their current city of residence and move to developed countries of the EU or further. This is contrary to widely accepted opinion that more than a half of Bosnian educated younger population want to emigrate to developed countries.
Due to non-probability sampling method used in this research, further studies should be done to support generalisability of the results.
